Policy on Physical Activity, Sport and Recreation

The new Policy on Physical Activity, Sport and Recreation reaches out to people of all ages and levels of fitness by taking into account the range of their activities, capacities and free time. Because everyone’s life is multidimensional, Quebecers on the Move! has adopted a global perspective that takes into consideration people’s age, physical condition and psychological well-being, social and economic status, and the different spheres that make up their daily life.

Objective

Quebecers on the Move! aims to get all Quebecers to participate more regularly in physical, sport and recreational activities.

Its implementation hinges on four strategic issues and eight orientations and requires the large-scale mobilization of stakeholders.

By 2027, increase the proportion of the population that does the minimum recommended amount of physical activity in their free time by at least 10%, and increase by 20% the proportion of young people between the ages of 6 and 17 who do the same.

Vision

In 2027, Quebecers of all ages will be active through the regular and safe practice of physical, sport and recreational activities as a valued part of their daily lives. They will have fun, relax, experience a sense of satisfaction and accomplishment, and feel the many benefits of regular activity, such as physical and psychological well-being, a better quality of life and, sometimes, a closer connection with nature.

Scope

Quebecers on the Move! is addressed to the general population and applies to both structured and unstructured participation in all kinds of activities: play, sports (discovery, introduction to basics, recreational participation, competition, high performance), fitness, recreation, outdoor activities, dance and active transportation.

The Policy also applies to:

  • the values associated with physical activity, sport and recreation
  • the safety and physical and psychological well-being of people who participate in physical, sport and recreational activities
  • the use of free time
  • volunteering in physical, sport and recreational activities

Flagship measures

  • Increase the amount of financial support allocated to sport and recreational facilities in Québec.
  • Encourage elementary students and children in educational childcare centres to move for 60 minutes per day, in partnership with the Grand défi Pierre Lavoie.
  • Create a new program, Placements Loisirs, for matching private donations.
  • Clarify the responsibilities of sport and recreation organizations.
