History

The Ministère de l’Éducation was created on May 13, 1964, in the wake of the publication of the Parent report, through a government order that brought into force legislation establishing the Ministère de l’Éducation and the Conseil supérieur de l’Éducation.

On June 20, 1985, the Act respecting the ministère de l’Enseignement supérieur, de la Science et de la Technologie was adopted, amending the Act respecting the ministère de l’Éducation 21 years after its creation. As a result, the Ministère was divided in two: the Ministère de l’Éducation was responsible for preschool, elementary and secondary education, while the Ministère de l’Enseignement supérieur, de la Science et de la Technologie was responsible for college and university education, as well as for scientific research and development. On December 13, 1985, the latter became the Ministère de l’Enseignement supérieur et de la Science, and responsibility for technology was transferred to the Ministère de l’Industrie et du Commerce.

On December 1, 1993, eight years after this separation, the Québec government merged the two ministries with the passing of the Act to amend the Act respecting the Ministère de l’Éducation, creating the Ministère de l’Éducation et de la Science.

On January 11, 1994, responsibility for science was transferred to the Ministère de l’Industrie, du Commerce et de la Technologie. The Ministère de l’Éducation et de la Science once again became the Ministère de l’Éducation. These changes were confirmed with the adoption, on June 14, 1994, of the Act to amend the Act respecting the Ministère de l’Industrie, du Commerce et de la Technologie and other legislative provisions.

As a result of the ministerial reorganization that took place on February 18, 2005, the Ministère de l’Éducation became the Ministère de l’Éducation, du Loisir et du Sport.

On September 20, 2012, Order in Council 878-2012 Cet hyperlien s'ouvrira dans une nouvelle fenêtre. divided the Ministère into two entities and brought the technology sector under the umbrella of one of them. There were now two organizations:

  • the Ministère de l’Éducation, du Loisir et du Sport, which retained responsibility for the preschool, elementary and secondary school systems and became responsible for recreation and sports
  • the Ministère de l’Enseignement supérieur, de la Recherche, de la Science et de la Technologie, which became responsible for college and university education, as well as for the areas of research, science and technology

These changes became a reality on January 5, 2014, when the Act respecting the Ministère de l’Enseignement Supérieur, de la Recherche, de la Science et de la Technologie Cet hyperlien s'ouvrira dans une nouvelle fenêtre. came into effect. On April 24 of the same year, Order in Council 369-2014 Cet hyperlien s'ouvrira dans une nouvelle fenêtre., conferred a new name on the Ministère, which became the Ministère de l’Enseignement supérieur, de la Recherche et de la Science. Responsibility for the technological sector was transferred back to the Ministère de l’Économie, de la Science et de l’Innovation.

On February 27, 2015, Order in Council 142-2015 Cet hyperlien s'ouvrira dans une nouvelle fenêtre., came into effect, bringing all levels of education under the umbrella of the Ministère de l’Éducation, de l’Enseignement supérieur et de la Recherche. The Minister also became responsible for recreation and sports.

On January 28, 2016, the Ministère became the Ministère de l’Éducation et de l’Enseignement supérieur, while another minister became responsible for recreation and sports.

On January 28, 2016, the Ministère became the Ministère de l’Éducation et de l’Enseignement supérieur (Order in Council 28-2016), while another minister became responsible for recreation and sport (Order in Council 43-2016).

On February 22 of the same year, the name of the Ministère stayed the same but responsibility for education, recreation and sport was entrusted to the same minister (Order in Council 107-2016), and another minister became responsible for higher education (Order in Council 108-2016).
