Deputy Minister

Sylvie Barcelo holds an MBA and a Bachelor of Administration degree.

Since July 2, 2015, Ms. Barcelo has held the position of Deputy Minister of Education and Higher Education. Prior to this appointment, she was Deputy Minister of Culture and Communications (2014-2015), Vice-President for Corporate Services at the Régie des rentes du Québec (2012-2014, 1993-2004), Deputy Minister of Culture, Communications and the Status of Women (2009-2012), Deputy Minister responsible for Families and Seniors (2007-2009), Deputy Minister responsible for Families, Seniors and the Status of Women (2005-2007) and Associate Secretary for Public Service Staff at the Secrétariat du Conseil du trésor (2004-2005). She also contributed her expertise to the Université du Québec for nearly 10 years.

Over the last few years, her management skills have led her to sit on the board of directors of a number of organizations, including the École nationale d’administration publique, the Centre de services partagés du Québec, the Cégep de Sainte-Foy and Centraide Québec-Chaudière-Appalaches. She has also chaired the Conseil des directrices et directeurs généraux de l’administration du gouvernement du Québec (CDGA).
