Bill 151, An Act to prevent and fight  sexual violence in higher education institutions, was adopted by the National Assembly on December 8, 2017. 
The bill requires that higher education institutions adopt a policy to prevent and fight sexual violence in order to ensure healthy, safe and respectful study and work environments. 
The bill defines the types of sexual violence it aims to prevent and counter. It also defines the elements to be included in institutional policies, notably:

  • rules for social and welcoming activities
  • safety measures
  • mandatory training
  • a complaints process
  • reception, referral, psychosocial and support services
  • a code of conduct specifying the guidelines that should govern relationships between students and persons having an influence over their academic progress, whether personnel members or officers of the institution

The bill applies to:

  • universities
  • colleges
  • educational institutions that hold a permit for college-level educational services
  • the Institut de tourisme et d’hôtellerie du Québec
  • the Institut de technologie agroalimentaire
  • the Conservatoire de musique et d’art dramatique du Québec
  • the École nationale de police du Québec
  • the École du Barreau
  • any other educational institution designated by the Minister
